Allow disabling the Sofia SIP SDP Offer/Answer Engine Module

This fixes the Sofia-SIP-based payload type negotiation (issue #248 (closed)) by disabling the builtin SOA module for SDP answers.

I tested the fix with the builtin demorecog plugin.
